Official vehicle reform is carried out in a safe, economical, orderly and efficient principle in order to strengthen and standardize vehicle management and reduce the costs in vehicle use. The system can improve the informationalized level of fleet management, improve work efficiency and prevent “using official vehicle for private purposes” so as to provide better service for various departments. By using Beidou satellite navigation system and relying on public security information and communication network, it builds a provincial-level Beidou application framework for public security to realize real-time monitoring over location and conditions of official vehicles, real-time review of vehicle track and driving records, early warning for vehicle anomalies and boundary violation, classification management of vehicle files, thus making management of official vehicles more scientific, standardized and finer.
1、Vehicle dispatching management
Vehicle dispatching management includes application for vehicle, approval of application, vehicle dispatching, vehicle use feedback and other business functions.
2、Real-time location services
Location of all vehicles can be obtained in real time through vehicle location function of the satellite navigation system and distribution of vehicles can be quickly displayed in an intuitive way. Location information of a single official vehicle can be viewed through the system, including its current status (driving/parking/offline), speed and location. In addition, it can also assist in viewing historical track, driving records, real-time data and condition statistics of the vehicle.
3、Intelligent GIS virtual fence
Intelligent GIS virtual fence function is to regulate travelling area of a vehicle through setting up a virtual fence on the GIS map. Types of the electronic fence include rectangular, circular and polygonal fences, and the fence can be quickly and accurately set up according to administrative division. Electronic fence support linkage with specific vehicles and the platform may send alarm when the vehicle drives into or out of the electronic fence.
