Targeted at status quo of urban road traffic safety management in China, we have developed Plan4Safety China (P4SC), an urban road traffic safety assistant decision-making system. It integrates existing traffic control data, traffic facilities data, road infrastructure condition data and other multi-source data within the network range and builds a comprehensive analysis system of people, vehicle, road and environment by applying statistics, big data mining technology and traffic safety management philosophy in the multi-level comprehensive analysis of the road traffic safety. By combining initiative traffic safety prevention and passive traffic safety improvement, it performs targeted feature analysis of traffic hotspots and locations with potential risk, and provides effective safety precautions and preventive countermeasures.
Research results of traffic safety analysis and assistant decision-making have been well applied in Anhui Province Traffic Police Corps. The project introduces the international advanced data mining and assistant decision-making technology in the field of traffic safety and performs adaptive transformation and technological innovation based on the actual situation in China to form a series of achievements that suit to the actual needs of domestic traffic safety management. Safety data analysis report and electronic feature distribution map of Anhui provincial expressway and other national and provincial arterial highways developed based on these results have become an important basis for decision-making of municipal traffic police sectors in Anhui Province in road safety management, thus effectively enhancing the overall control ability of front-line traffic police departments on the traffic safety situation and achieving good application effect. The system is highly recognized by leaders of Anhui Provincial Traffic Police Corps.
